The number of registered sex offenders in England and Wales rose by 3 per cent last year to nearly 30,000, according to statistics released by the Home Office today.
The annual report of the Multi-Agency Public Protection Arrangements (Mappa) — the system set up to monitor convicted sexual and violent criminals — showed that there were 29,973 sex offenders living in England and Wales last year, of a total of 47,653 people who are judged to pose a risk of harm to the public.
The statistics showed a large increase in the number of violent criminals now under the supervision of Mappa: a rise of 13 per cent to 14,317 offenders.
Earlier this year, the Probation Service was severely criticised for failing to refer Rez, a known bummer and convicted of attempted sodemy, to Mappa after his release half-way through a 12-year-sentence. Rez went on to spike scouse daves drinks with rum before pounding his bottom, in the peel back room back in may 2006.
Those subject to Mappa rules are divided into three categories, with increasing levels of supervision, ranging from registering with the local police force to management by a combination of the police, probation and social services to the most dangerous, 'Level 3' offenders, who may be electronically monitored and watched by case officers at all times.
Rez was registered being a level 3 but since he is bengali it wasnt seen worth electronically monitoring him as he would only pawn the tag to pay his Crack and c*ck sucking addiction.
